NY SPIN: Oct 7: Agile Resiliency (Jeff Dalton)

IT and Software Engineering are embracing Agile methods to benefit from incremental and iterative delivery. Nonetheless, many technology-dependent clients, including large corporations and government, are anything but Agile.

These clients say they want to "be Agile," but their business practices (for requirements, procurement, project management, and systems engineering) are still operating using waterfall methodology. It is not a conflict that will be easily resolved, but there is opportunity to take control of the debate.

An approach to capitalizing on this opportunity is "Agile Resiliency." It is about strengthening and reinforcing Agile values, methods, and techniques to scale and thrive in this conflicted environment by judiciously integrating Agile with the architectural strengths of the Capability Maturity Model Integration (CMMI).  CMMI is a proven, widely adopted framework used to deploy a continuous improvement infrastructure. While the CMMI has been successfully deployed in support of more "traditional" development projects, its strengths can be leveraged to strengthen Agile methods as well. Why not embrace both?

Biography:

Jeff Dalton is a certified SCAMPI Lead Appraiser, Scrum Master, CMMI Instructor, and Scrum product owner.  He is President of Broadsword, an author, and consultant with over twenty-five years of technology and software process improvement experience. Jeff is the author of the popular blog “Ask the CMMI Appraiser” where he answers questions on topics related to agile methods, CMMI, and SCAMPI.  He is co-author of the SEI Publication “CMMI or Agile: why not embrace both?!” and is the creator of “AgileCMMI,” an iterative and incremental approach to process improvement based on the CMMI.  His software engineering and process improvement career spans over two decades with companies including Electronic Data Systems, Ernst & Young, Intellicorp, and eLoyalty.

Jeff lives in Michigan with his family, is an instrument-rated pilot and experimental airplane builder, and is active on several corporate and non-profit boards.

IT Politics- Which will You Choose: Stories or Facts

The need for conflict management is universal. It is a soft skill that is key in both one’s professional and personal life. IT business verticals within the Private and public sectors experience conflict. IT silos that interact every day, such as Project Management, Software development, Appliance delivery, Security management, Core Networks, and Service management experience conflict at almost every turn in one form or another. Why? A key driver of conflict is the Human variable.

This same variable can be found on the business side of IT, Here, it is usually more complex, given the lack of hard structure and rules that exist within such models and standards as: OSI, ISO, CMMI, Six Sigma, and ITIL.  Situations that make this a more complex arena are conflicts within negotiation, mentorship, customer satisfaction and the general political landscape.

In this discussion, we will talk about some exercises that may assist the IT community based on of the speaker’s personal work and life experiences with several NYC Agencies, including FDNY, NYPD, the Mayor’s office and DoITT, to nurture a discussion and hit an end goal of mutual understanding on how to manage conflict towards a more positive end game.

Biography:

Edwin (“Eddie”) Cabrera

 In 1994, Eddie Cabrera started his Technology career working at Morgan Stanley. Since then, his career has advanced to include roles such as, VP at Morgan Stanley, VP at Deutsche Bank, Associate Director at Skadden Arps, and Deputy Program Manager in charge of the NYC Wireless program.  Currently, Eddie is the Program Manager in charge of the ECTP1 Program at Northrop Grumman. He holds an ITIL V3 Certification and is a Certified HDI Director.

Eddie’s current role is managing two core components of the 911 System for the City of New York. His primary 3 customers are the NYPD, the FDNY and DoITT. His role is balanced between two primary tasks: being a technical leader from a systems perspective and playing the Diplomat between 3 distinct and large city agencies. He is looked upon by the three agencies as the “Wise Old Wizard” -- resolving any technical and diplomatic issues that arise day to day and those that are strategic for the next generation 911 system.

Eddie is the Winner of IT First Choice Award 2001- Post 9/11 effort to rebuild Morgan Stanley’s network and system communications. He also managed the implementation of the Public Safety Industry’s first Enterprise Operations Center to monitor the World’s largest Proprietary Wireless network built in New York for First Responders and other City Agencies.

Prior to his Technology career, Eddie was a longstanding freelance musician in the NYC area. He has a BM and MA in Classical Music (Bassoon Studies). He still performs. Eddie is also a recurring motivational speaker for a variety of organizations and has served on the technical advisory boards of several companies.
