The global economic landscape and the role of technology in our lives has changed radically in the last decade.  In fact, we are now truly players in a Global Technology Economy in which the success of nations and companies is dependent upon the effective and efficient use of IT.  The recent and on-going fiscal crisis has driven a new dynamic between technology and business performance while concurrently new technology options have arisen. And there is now clear evidence of the real "Return on IT Investment" as demonstrated in new frontiers of business operational efficiency, resilience, and investment models.  Such evidence will be examined and explored. Sightings of new IT performance frontiers will be identified.  The basic principles of Technology Economics will be discussed and mechanisms by which organizations can "take charge" of their own technology economics will be defined.

Biography - Dr. Howard A. Rubin
  


Dr. Howard A. Rubin is a Professor Emeritus of Computer Science at Hunter College of the City University of New York, a MIT CISR Research Affiliate, a Gartner Senior Advisor, a former Board member and Executive Vice President of META Group, Inc., and a former Nolan Norton Research Fellow. In addition, because of his extensive work in worldwide technology data collection and benchmarking, Dr. Rubin was a member of the Global Information Economy (GIE) Working Group of the U.S. State Department's Advisory Committee on International Economic Policy (ACIEP).  He has also worked directly with heads of state around the world in the development of national competitive technology strategies for Canada, India, the Philippines, South Africa, and most recently in the United States with former President Clinton.

Dr. Rubin possesses a Ph.D. from the City University of New York in Computer Science and Oceanography.

Dr. Rubin is internationally recognized for his work academically and commercially as an author, researcher, talented speaker, and consultant in the areas of IT measurement, techno-business strategy, global software economics, the workforce of the future,  the business value of technology, and performance measurement/benchmarking. Through his product experience and research, Dr. Rubin has collected data and organized it into what may well be the world’s largest information technology benchmarking and trend tracking IT and business database -- drawing on data gathered through a network of more than 30,000 professionals in about 10,000 companies covering 50 countries.  His work has been widely published as the Worldwide IT Trends and Benchmark Study since 1995.  He is also the developer of the Global Technology Index and State Technology Index that has been widely used by the United Nations (GTI) and US Senate (STI).  Industry Week named Dr. Rubin as one of the nation’s “Top R&D Stars to Watch”.

In the area of benchmarking Dr. Rubin has been a pioneer in integrating scorecards and "market data feeds" of benchmark  technology data to allow organizations to calibrate themselves and perform opportunity analysis using business based metrics, IT financial measures, performance and service quality metrics, and peer to peer catalog data.   His most recent work has focused on Technology Economics and the relationship between IT Intensity and profitability.  He has also expanded his analysis into the development of new metrics for Green IT.

Outside the world of technology Dr. Rubin is Chairman of the Board  of Riverkeeper, a member of the Clinton Global Initiative, and former Advisory  Board member of the International Aids Trust with a focus on global parliamentarian development guided by Nelson Mandella, Kofe Anon, Tony Blair, and Bill Clinton.  Dr. Rubin is also a Patron of the Museum of Modern Art, the Metropolitan Museum of Art, a Leadership member of the Tribeca Film Institute , a Leadership Council member of the RFK Foundation, and a supporter of the Rainforest Foundation.

Synopsis:

Software Engineering Education goes Global and Agile
(Christelle Scharff)


Since 2005 we have been running an annual global software development project that engages students in both acquiring and exercising the competencies and skills considered desirable for working in a global setting. The project implemented different educational models where students distributed across three to four countries developed software together. The focus of the project evolved each year based on the lesson learned and state-of-the-art practices of the industry, ranging from global supply chains, tooling, software quality assurance, integration, deployment and maintenance, entrepreneurship, socialization, mobile application development, process, and distributed teams of developers. Students experienced different roles: developers, clients, auditors, coaches, lead- and sub-contractors, and socialization leaders. In 2009, we switched to the use of Agile methodologies and Scrum and end-to-end tooling solutions to support them. This talk will focus on the findings and lessons learned from using Agile and Scrum supported by an end-to-end tooling solution in the last 2 versions of the global software development project. We will propose a model to introduce Agile and Scrum for distributed teams in an educational context.

Requirements Reuse: the State of the Practice
(Yuri Chernak)

For several decades, software reuse has been a recognized solution to improving efficiency of software development.  However, implementing reuse in practice remains challenging and the IT community has little visibility into the state of the practice specifically as it pertains to reusing software requirements. In this presentation we discuss the state of the practice for software requirements reuse based on the results of a survey conducted in the global IT industry in 2010. The survey studied reuse adoption in two different contexts, i.e., Software Product Lines and Software Maintenance. The analysis of the survey data focuses on the latter context as a more common case in practice and investigates the impact of various project and process factors on reuse effectiveness.


Kanban – Japanese Productivity Tool

Kanban is still a lesser-known productivity tool. Born of the Toyota TPS industrial process, it now is widely accepted in many contexts, especially under the covers in Supply Chain systems.


Biography - Christelle Scharff, Ph.D.
  

Dr. Christelle Scharff is an Associate Professor of Computer Science at Pace University in New York City. Her research background is in Formal Software Verification with a Ph.D. from the Universite Henri Poincare in Nancy in France. She has taught courses including Discrete Mathematics, Programming Languages, Databases, Data Mining, Internet Programming, Mobile Application Development, Software Quality Assurance & Reliability, and Software Engineering at Pace University. She has teaching experience in the US, France, Senegal, Cambodia and Vietnam. She was awarded grants from Linden Lab, NSF, Microsoft, NCIIA, and Google. She is leading an annual global software development project at Pace University. In this project students in the US, Cambodia, India, Thailand and Senegal collaborate to develop software. She also initiated a project on mobile for social changes in Senegal called MobileSenegal where she organize bootcamps, training for faculty, competition and do pilots to test mobile solutions. Biography - Yuri Chernak, Ph.D.

Yuri Chernak, Ph.D. is the president and principal consultant of Valley Forge Consulting, Inc. Yuri has worked for a number of major financial firms in New York leading IT Governance Committees and helping clients improve software requirements, software testing, and production management practices. Yuri has pioneered for financial applications on Wall Street a new discipline - aspect-oriented requirements engineering. He is a member of the IEEE Computer Society. He has been a speaker at several international conferences in the US and Canada and has published papers in the IEEE publications and other professional journals. Biography - Larry Cooke, MBA, PMP, ASQ Certified Quality Auditor

Larry Cooke has been a member of SPIN for 7 years, of PMI for 11 years, and ASQ for 4 years. Besides going to meetings, he is an author with over 30 technical articles on Quality, Risk, and Business Process Management, and speaks at professional meetings and symposiums. He is Board Director for PMI’s Quality Community of Practice, where as a volunteer, he travels and enjoys an occasional dinner. Larry has an AB in Political Science from Boston University, an MBA in Economics from New York University, and Graduate Study in Political Science at University of Paris’ Institut d’Etudes Politiques, (Science Po). Software Engineering Education goes Global and Agile

He is Board Director for PMI’s Quality Community of Practice, where as a volunteer, he travels and enjoys an occasional dinner. Larry has an AB in Political Science from Boston University, an MBA in Economics from New York University, and Graduate Study in Political Science at University of Paris’ Institut d’Etudes Politiques, (Science Po). He is an International Management Consultant, having worked for IBM, EMC, Federal Reserve, CitiGroup, Unilever, and other companies in IT and Reengineering assignments.
